Bryan Starr

Bryan M. Starr - Deputy Executive Officer/External Affairs - is an advocacy strategist specializing in jurisdictions located in the Southern California Region. Bryan has worked primarily on issue advocacy related to the building and development industry in the areas of commercial and residential development, merit trade labor, and construction industry workforce development.

Bryan is the primary liaison to the Government Affairs, Transportation, and Housing committees. His objective is to ensure a clear line of communication between the development community and local government officials. Recently he was appointed by the Irvine City Council to serve as a member of the Irvine Community Land Trust Inaugural Board of Directors, and currently is a Board Member for Orange County Housing Providers, Orange County Transportation Authority Stakeholder Advisory Committee and a member of the Orange County Fire Authority / Building Industry Advisory Task Force. He also is an alternate board member for the Orange County Council of Governments.

Prior to his service to the building industry, Bryan Starr began his public service career in the United States Coast Guard. After serving in the Armed Forces, Bryan then headed to Washington D.C. and was appointed as a junior staff member to the powerful Committee on Ways and Means, United States House of Representatives.

After serving in Congress, he returned to California to work on the California Recall. Starr served as Director of Coalitions to the Darrell Issa for Governor Campaign and later as Director of Candidate Operations for Peter V. Ueberroth.

Bryan then went on to be appointed as the Deputy Political Director for the 41st Treasurer of the United States, Rosario Marin, during her bid for United States Senate. Following the Senate campaign, Bryan Starr was hired as Director of Public Affairs for a well-known Orange County public affairs consulting firm. There Starr developed strategies for clients on issues ranging from public service contracts to land development and redevelopment projects as well as having lent himself to several local political campaigns.

Continuing his career in the Construction and Development industry, Bryan served as the Director of Government Affairs for the Associated Builders and Contractors of Southern California. There he served as the lead government advocate on behalf of over 260 member construction companies employing over 6,000 non-union skilled craftsmen. In this capacity, Starr advocated for the promotion of non-union Merit Shop skilled labor apprenticeship programs at the local, state, and federal level.

Starr’s opinions on political strategy and issue advocacy have been published in major news outlets such as the Orange County Register, the Long Beach Press Telegram, The California Real Estate Journal, The Orange County Business Journal, and several independent industry specific trade publications.

Bryan M. Starr received his Bachelor of Arts Degree in Political Science, with honors, from San Diego State University.
